About the Organisation | Muskan Foundation is a Mumbai-based NGO that works for children with Multiple Disabilities and Vision Impairment (MDVI). We maximize the potential of MDVI children by providing customized, low-cost therapies, and special education under one roof. Recognizing the glaring gaps in the sector and the desperate needs of MDVI Children, nationally renowned Low Vision Consultant, Dipti Gandhi, founded Muskan Foundation in 2007 to provide a one-stop-shop for MDVI children and their families living in Mumbai and nearby areas. |
Role | This role of CPO is to develop, implement and oversee all programs at Muskan Foundation. The Sr.Program Officer (SPO) position is responsible for the overall development, expansion, integration and implementation of Muskan Foundation’s program strategy. |
Responsibilities | Program Management - Will be responsible for the overarching management of all programs at Muskan Foundation and for the smooth operation of all Muskan Foundation Special Education & Therapy Centres.
- Will be responsible for managing all Special Education & Therapy Centre staff and ensuring all staff are adhering to roles and responsibilities.
- Will be responsible for the structuring of programs to ensure a more streamlined and efficient approach to service delivery to Muskan Foundation beneficiaries.
- Will be responsible for the development of program reports to communicate all aspects of program functioning and impact to COO, CEO and Board.
- Will be responsible to participate in appraisals of all program staff in collaboration with COO.
Professionalisation of Programs - Will be responsible for working with Program Officer, Centre Heads and Therapy Head to plan the efficient running of all programs, including the development of necessary systems and processes.
- Will be responsible to work with key internal stakeholders to plan, document and drive the growth of new programs (i.e. NGO Training) for the enhanced reach and impact of Muskan Foundation across the Disability sector.
- Will be responsible for overseeing Monitoring and Evaluation, in collaboration with Program Officer, to capture key data to track the outcomes and impact of Muskan Foundation.
- Will be responsible to ensure that the program quality and deliverables are enhanced over their tenure.
- Will be responsible to oversee the development of key systems and processes to streamline all programs and to raise the quality and impact of program services.
Quality Assurance & Training - Will be responsible to oversee the development and implementation of Individualized Educational Program (IEPs) for both Special Education and Therapies.
- Will be responsible to work with Centre Staff to identify opportunities to enhance the quality of services being provided to beneficiaries and families at Muskan Foundation.
- Will be responsible to identify and implement new systems and processes, in collaboration with the COO, for the smooth operation of all programs at Muskan Foundation.
- Will be responsible to keep abreast of industry best practices, and to ensure that Muskan Foundation remains a leader in the delivery of services to children with multiple disabilities in Mumbai.
- Will be responsible to facilitate and coordinate regular training and capacity building sessions for Muskan Foundation Staff.
- Will be responsible to handle parent liaison and facilitate any centre grievances, in a professional and timely manner.
Program Planning, Promotion & Expansion - Will be responsible for the effective planning for existing programs and for new programs at Muskan Foundation (i.e. Vocational Training Program).
- Will be responsible to drive program promotion, including industry networking, to advocate Muskan Foundation services and to promote awareness of Muskan Foundation services to families and service providers (i.e. among hospitals and medical fraternity.)
- Will be responsible to develop, in collaboration with Program Officers, program expansion plans (i.e. Training Program) and to drive their implementation in the organisation.
Monitoring, Evaluation & Data Management - Will be responsible for the review and revamp of Monitoring and Evaluation systems at Muskan Foundation to capture relevant data on the impact and effectiveness of Muskan Foundation Programs/services.
- Will be responsible for the collation and analysis of data on a monthly basis to track and record the impact and effectiveness of Muskan Foundation programs/services.
- Will be responsible for the compilation of relevant information to support key reports and proposals to support fundraising and donor stewardship at Muskan Foundation.
Other - Will be responsible for Recruitment of Program staff.
- Will be responsible for monitoring and evaluating the KRAs of all Centre Heads, Program Officers & Therapy Head.
- Will be responsible to oversee and manage Interns and Volunteers for Muskan Foundation in relation to Programs.
- Undertake any other duties as reasonably required by the CEO.

Skills based Competencies | Qualifications - Post Graduate in Business Administration with experience in working with children with disability.
Mandatory - 5+ years experience in Disability sector.
- Experience as a Program Manager in NGO.
- Experience in Program Planning, documentation and reporting.
- Experience in Monitoring and Evaluation.
- Proficient in Hindi, English & Marathi – both written and verbal.
Desired - Previous experience in managing teams in Disability sector.
- Solid understanding of the Disability Sector in India.
